Idea

If $A = (a_{i,j}) \in \mathcal{M}_{n,p}(R)$ where $R$ is a commutative semi-ring, we define:

Perm(A) = \underset{\sigma \in \mathfrak{S}_{n}}{\sum}\underset{1 \le i \le n}{\prod}a_{i,\sigma(i)}
