Abstract. We ask for the functorial TQFTs of topological quantum states in the higher gauge sectors of 11D SuGra and its dimensional reductions. To specify these, one has to choose a global (IR) completion of the theory by higher electromagnetic flux quantization in differential nonabelian cohomology. After topological light cone quantization one finds that topological quantum states form -local systems on transversal maps to a classifying space whose rationalization encodes the duality-symmetric Bianchi identities.
