The limit in which F-theory reduces to the perturbative string theory of type IIB is called the Sen limit.
Essentially this is the limit where one approaches the nodal curve singularities of the F-theory elliptic fibration. A detailed analysis is in (Clingher-Donagi-Wijnholt 12).
